Team Manager, Workplace Investigations 1.0 Regular $140,709 to $164,239 per annum (Union Exempt, Level 10)
Reporting to the General Manager, Labour Relations, the Team Manager provides advice and services to the District, with a particular focus on overseeing workplace investigations involving the professional conduct of employees, including the Respectful
Workplace (Anti-Harassment) Policy and investigations into Alleged Employee Misconduct Toward Students. The Team Manager supervises the work of the internal professional conduct investigators, coordinates third-party investigations, and provides advice
to leaders across the district respecting issues related to professional conduct in the workplace, including human rights implications and progressive discipline.
Qualifications
- Post-secondary education in a related field, degree in Labour Relations or a Law degree (LL.B / J.D.);
- Minimum of 5 years’ previous experience in labour relations and/or labour law including 3 years of experience in conducting or leading workplace investigations ;
- Demonstrated understanding of the law related to conducting fair and effective workplace investigations and the principles of progressive discipline
- Demonstrated understanding of human rights principles, legislation and caselaw;
- Demonstrated managerial and leadership skills, including the ability to lead teams and engage in change management;
- Knowledge of labour relations and employment matters as they relate to the education sector, including an understanding and/or experience with the Education Act, Labour Relations Act, Occupational Health and Safety Act, Human Rights Code, and Child,
Youth and Family Services Act;
- Demonstrated understanding of anti-oppression and anti-racism, and the impact of racism and how it intersects with other identities, on the experience and achievement of students in schools and on staff in the performance of their professional duties;
- High degree of initiative, independent thought, judgment and decision-making skills;
- Research and analytical skills combined with superior written skills for report writing;
- Demonstrated managerial and leadership skills to supervise, coach and mentor staff and teams.
- Organizational skills, as well as time management techniques for planning and managing multiple demands, priorities, and conflicting deadlines;
- Demonstrated expertise with electronic file management systems, complex spreadsheets, or database management would be considered an asset;
- Excellent interpersonal and communication skills in order to provide advice, direction and/or consultation at a high level, to internal and external stakeholders on employee conduct matters; delivering presentations and facilitating training & information
sessions.

Red Mass
The Red Mass will be celebrated at 7:00 p.m. on Thursday, November 13, 2025 at Notre-Dame Cathedral and will be presided by Most Reverend Marcel Damphousse, Archbishop of Ottawa. The Red Mass marks the opening of the fall session of the law courts and is sponsored by the Saint Thomas More Lawyers' Guild of Ottawa. This Mass will provide us with an opportunity to reflect on the important role we play in our legal profession in seeking justice and fairness for our community at large. All judges and lawyers are invited to attend. Lawyers are also invited to gown for the procession and the mass. There will be a reception in the Cathedral basement following the mass. Qualifications:
Applicants must meet minimum qualifications as set out in the Justices of the Peace Act. Candidates must have at least 10 years of paid or volunteer experience, and:
- have a university degree;
- have a diploma or advanced diploma granted by a college of applied arts and technology or a community college following completion of a program that is the equivalent in class hours of a full-time program or of at least four academic semesters;
- have a degree from an institution, other than a university, that is authorized to grant the degree; or meet the educational equivalency requirement set out in s.2(1.3) of the Justices of the Peace Act.

In addition to reflecting the diversity of the population in Ontario, applicants should also display the fundamental skills and abilities, personal characteristics and community awareness attributes set out in the JPAAC General Selection Criteria, including:

- Bilingual ability, if applicable.
- Possess the required level of experience required to perform the duties of a justice of the peace.
For vacancies that serve large Indigenous communities (one vacancy each in Barrie and Kitchener and two vacancies each in Sioux Lookout and Toronto), candidates of Indigenous heritage with an in-depth understanding of the indigenous communities that vacancy serves are encouraged to apply. If selected for an interview, candidates for Indigenous vacancies will be asked to submit documentation to support their Indigenous self-identification. Justice of the peace positions designated as “bilingual” require a Superior level of proficiency in French, in addition to a high degree of proficiency in English. Candidates will be required to complete a customized language proficiency test on which they must achieve a Superior level of proficiency. French proficiency tests are valid for two years.

Les postes sont à temps plein et exigent des déplacements dans la province. Les juges de paix reçoivent un salaire annuel de 172 010 $ par année.

Qualifications
Les candidats doivent avoir les qualités minimales requises dans la Loi sur les juges de paix ainsi qu’au moins 10 ans d’expérience, rémunérée ou non, et, selon le cas :
- être titulaire d’un grade universitaire;
- être titulaire d’un diplôme d’études collégiales ou d’un diplôme d’études collégiales de niveau avancé décerné par un collège d’arts appliqués et de technologie ou un collège communautaire après avoir terminé un programme qui équivaut, en heures de classe, à un programme à temps plein d’au moins quatre semestres d’études;
- être titulaire d’un grade d’un établissement autre qu’une université qui est autorisé à le décerner;
- satisfaire à l’exigence d’équivalence en matière de formation décrite au paragraphe 2 (1.3) de la Loi sur les juges de paix.

En plus de refléter la diversité de la population de l’Ontario, les candidats doivent posséder les compétences et capacités fondamentales, les caractéristiques personnelles et la sensibilisation aux questions communautaires énumérées dans les critères de sélection généraux du CCNJP, notamment :
- Une capacité et une expérience reconnues pour la prise de décisions réfléchies, pratiques et rapides en présence de facteurs complexes.
- Démontrer un engagement pluriannuel à l’égard du leadership de haut niveau ou des réalisations en matière d’emploi ou de service communautaire, ces activités faisant partie intégrante de leurs contributions professionnelles et communautaires.
- Connaissance et compréhension de l’ampleur, de la profondeur et de l’engagement requis pour le rôle d’un juge de paix, ainsi que des compétences et des capacités applicables au poste vacant.
- Vif intérêt pour les personnes et l’humanité, comme en témoignent la compassion, l’empathie et l’engagement à l’égard des aspects de la diversité pertinents aux postes vacants auxquels vous postulez.
- Posséder des compétences supérieures en communication orale et écrite et être capable de présenter une demande claire, concise et bien rédigée.
- Des expériences de travail, de bénévolat ou autres qui sont clairement pertinentes et transférables aux fonctions et responsabilités de juge de paix.
- La capacité et la volonté d’apprendre, démontrées par le dossier d’apprentissage continu du candidat.
- Incarner une solide éthique de travail, avec une réputation éprouvée en matière de fiabilité et de préparation. Capacité de travailler en seul et en équipe.
- Démontrer un haut niveau d’entregent, de caractère et d’intégrité.
- Bilinguisme (le cas échéant).
- Posséder le niveau d’expérience requis pour exercer les fonctions de juge de paix.
Pour des postes auprès de grandes collectivités autochtones (un poste à Barrie et un poste à Kitchener, deux postes à Sioux Lookout et deux postes à Toronto), nous encourageons la candidature de personnes d’origine autochtone, qui comprennent bien les communautés autochtones que le titulaire du poste devra servir. S’ils sont sélectionnés pour une entrevue, les candidats aux postes vacants pour les postes vacants désignés « autochtones » devront présenter des documents appuyant leur auto-identification autochtone. Les postes de juges de paix désignés bilingues exigent une excellente maîtrise du français et une compétence de niveau avancé en anglais. Les candidats devront passer un test de compétence linguistique personnalisé, auquel ils devront obtenir un résultat de niveau supérieur. Les tests de compétence en français sont valides deux ans.

POSITION SUMMARY: The Legal Counsel provides expert legal services to the Agency in fulfilling its mandate under the Child, Youth and Family Services Act (CYFSA). This role includes representing the Agency in child protection proceedings, mediations, and complaints processes; advising on privacy, and risk management matters; and providing consultation and training to staff and supervisors. Legal Counsel ensures compliance with the CYFSA, Family Law Rules, case law, and related legislation, while promoting collaborative and least-intrusive approaches to child protection. The position also supports the development of Agency policy and provides coverage for senior counsel when required.
GENERAL RESPONSIBILITIES: - Represent the Agency in child protection proceedings before the Superior Court of Justice, including motions and trials.
- Represent the Agency in mediation, with respect to non-litigated matters and matters which are currently before the Court.
- Provide timely, well-considered legal advice and direction to service staff, supervisors, and management in child protection matters, exercising independent judgment and interpretation of legislation, policies, and case law.
- Ensure the legal interests of the child, as represented by the child protection worker, are effectively advanced in court and negotiations.
- Assess complex and diverse legal issues, balancing child safety, Agency risk, and stakeholder interests within a dynamic and evolving environment.
- Work with supervisors to evaluate evidence, prepare witnesses, and coordinate with external counsel and partners at all stages of a case.
- Prepare, review, and maintain complete and accurate legal documentation, ensuring compliance with legislation, Family Law Rules, and Agency policy.
- Monitor and analyze legal precedent, legislation, and policy developments; provide staff training and guidance on relevant case law, documentation, and practice implications.
- Provide legal input into Agency policies and procedures, developing practical approaches and solutions where existing guidance may be limited.
- Prepare responses to Child and Family Services Review Board (CFSRB) complaints and represent the Agency throughout the process.
- Advise on privacy matters under Part X of the CYFSA and related legislation (PHIPA, FIPPA, PIPEDA) and prepare responses to the Information and Privacy Commissioner (IPC).
- Provide risk management advice to minimize Agency liability while prioritizing child safety.
- Ensure the accuracy, reliability, and integrity of legal advice and representation, recognizing that decisions directly affect the work of others and may have implications for child safety, Agency operations, and public confidence.
- Handle confidential and sensitive information with the highest degree of discretion, recognizing that improper disclosure could significantly affect Agency operations, legal outcomes, and public trust.Collaborate with clients, families, Indigenous communities, and external partners (e.g., OCL, mental health agencies, police) to support coordinated service.
- Provide coverage for senior legal counsel, including management responsibilities, as required.
KILL REQUIREMENTS:
- Strong litigation, negotiation, and advocacy skills, with thorough knowledge of family court practice and evidentiary rules.
- Excellent oral and written communication, with the ability to collaborate effectively across teams, the Agency, and external stakeholders.
- Familiarity with CYFSA provisions specific to First Nations, Inuit, and Métis children, youth, and families, and the ability to apply these in practice.
- Familiarity with the Federal Act (An Act respecting First Nations, Inuit and Métis children, youth and families) and the ability to apply this knowledge in practice.
- Capacity to integrate trauma-informed practice into litigation and client engagement.
- Proficiency in alternative dispute resolution, mediation, and collaborative approaches.
- Strong organizational skills with the ability to manage competing priorities and meet deadlines.
- Skilled in developing and delivering presentations and training to staff.
- Ability to travel and provide own transportation.
KNOWLEDGE REQUIREMENTS: - Law degree (LL.B. or J.D.) and membership in good standing with the Law Society of Ontario.
- Minimum one year of experience since being called to the Bar, preferably in child protection law.
- Knowledge of the CYFSA, Family Law Act, Children’s Law Reform Act, Evidence Act, Ontario Human Rights Code, the Federal Act, and relevant privacy legislation (Part X of the CYFSA, PHIPA, FIPPA, PIPEDA).
- Bilingualism (English/French) is considered an asset.
WORKING CONDITIONS: - This position involves a combination of in person office-based work, regular attendance at court and tribunals, participation in mediations and collaborative meetings, and occasional community or stakeholder consultations.

The Role Our Ottawa office is recruiting for a lawyer with 3+ years of experience in Wills, Testamentary Trusts, and Estates to join our growing Ottawa team. Requirements: Knowledge and Skills:
- You have a solid knowledge of legal procedures and statutes;
- You have strong experience in the preparation of Wills and Powers of Attorney and Testamentary Trusts, including drafting complex Wills;
- You have experience in all aspects of estate administration;
- You deliver high-quality work;
- You have strong drafting and analytical skills and can assess complex issues, while providing a unique perspective;
- You have excellent oral and written communication skills and are aware of capacity issues;
- You are creative and provide effective legal advice on matters with significant complexity and risk exposure;
- You provide legal opinions, arguments and information in a clear and concise manner;
- You have excellent time management and organizational skills;
- You have strong interpersonal skills and the ability to work in a team environment;
- You value client service and professionalism; and
- You demonstrate initiative.
Minimum Qualifications: - You are a member in good standing with the Law Society of Ontario; and
- Minimum of 3 years of strong experience practicing in Wills, Estates, and Testamentary Trusts.
Assets:
- Experience in Real Estate;
- An existing book of business is not required, but would be considered an asset;
- STEP membership; and
- Bilingualism.
Expected Compensation Salary is commensurate with experience. Health benefits are provided after your first three months of employment.
