Surrogacy in Canada: Controversies, Criminalization and Compensation
This talk will explore recent developments in surrogacy law in Canada. More than a decade after its coming into force, Health Canada is currently developing the regulations under section 12 of the Assisted Human Reproduction Act which allows women who act as surrogates to be reimbursed for their expenses. In the course of the public consultations on the development of these regulations, a number of stakeholders and advocates have taken the position that surrogacy in Canada should be decriminalized and compensation should be permitted. This talk will consider what's at stake in the current debate over the compensation of women who act as surrogates in Canada.
